Politically this started in 1912, when Theodore Roosevelt was running for President and wanted to direct the primaries his way. Thus began a way to change policy on voting. It encouraged groups who thought alike to join in smaller communities, raise money for their candidate, inform them on the platform of choice, and encourage others.
